国际能源署在杭发布《石油市场报告2019》，助推浙江自贸试验区提升国际影响力 |

4月24日上午，国际能源署（以下简称IEA）《石油市场报告2019》杭州发布会在杭州召开。本次会议以“助推浙江自贸试验区打造油气全产业链，扩大浙江在国内外石油交易市场的影响力”为主题。会上，国际能源署首次在杭州发布了其最新的全球石油市场研究报告。省自贸办副主任、省商务厅副厅长张钱江出席会议并致辞，IEA署长高级顾问杨雷，IEA石油工业与市场部门负责人Neil Atkinson，IEA石油工业与市场部门炼油专家Kristine Petrosyan，IEA中国合作办副主任David Benazeraf，新加坡托克 Trafigura 高级石油分析师Serene Gardiner，物产集团副总裁周学韬等近80名国内外石油化工能源领域、金融机构、行业协会，以及相关研究机构的专家学者代表出席了本次会议。 The Press Conference of the International Energy Agency's Report on Petroleum Market 2019 was successfully held. The event aims to enhance Zhejiang's presence both in the domestic and international oil trading market. Zhang Qianjiang, Deputy Director of the Zhejiang FTZ Leading Group Office and Deputy Director General of the Provincial Department of Commerce attended the meeting and delivered a speech. Around 80 attendees were present at the event, including Yang Lei, Senior Consultant to Administrator IEA, Neil Atkinson, Head of IEA's Oil Industry and Marketing Department, Kristine Petrosyan, Refining Expert on IEA's Oil Industry and Marketing Department, David Benazeraf, Deputy Director of the IEA China Cooperation Office, Serene Gardiner, Singapore Trafigura Senior Petroleum Analyst, and Zhou Xuetao, Vice President of the Wuchan Zhongda Group. 作为浙江自贸试验区打造油气全产业链的一部分，推动油品贸易，促进石油相关产业发展，是当前及今后一个时期浙江自贸试验区工作的重点之一。
省自贸办副主任、省商务厅副厅长张钱江对与会嘉宾表示欢迎。他指出浙江自贸试验区自2017年4月挂牌以来，改革创新带来的经济、社会等综合效应逐步显现，2018年，舟山跃升成为国内第一加油港，并跻身全球十大加油港，实现外轮供应货值15.11亿美元。他希望，通过本次会议深入进行研讨研究，进一步推进能源领域的国际合作，同时推动浙江自贸试验区新的发展。 Zhang noted that the Zhejiang FTZ has been witnessing significant economic and social changes brought by the reform and innovation since its establishment in April 2017. “We should further promote the international cooperation in the energy field, and seek continuous development”, said Zhang. 会上，张钱江副主任提出六大机遇共享：共享国际油品交易中心建设机遇，加强油品交易领域合作；共享国际油品储运基地建设机遇，加强油气储运领域合作；共享国际石化基地建设机遇，加强油品加工领域合作；共享国际海事服务基地建设机遇，加强海事服务领域合作；共享大宗商品跨境贸易人民币国际化示范区建设机遇，加强油品金融服务领域合作；共享油气贸易中心建设机遇，加强LNG加工贸易领域合作。 Six aspects of shared opportunities were proposed: To build international oil exchange center To build international oil storage and transportation base To build international petrochemical base To build international maritime service base To build the demonstration zone for the RMB’s internationalization in cross-border trade of bulk commodities To build oil and gas trade center
《石油市场报告2019》是IEA极具影响力的年度产品，由IEA石油工业与市场部门负责人Neil ATKINSON发布。该报告指出，当前世界石油市场正经历着巨大转变。尽管美国是全球石油需求增幅最大的国家，但是石油需求增长正持续从发达经济体和交通运输燃料转向亚洲和石化产品。这些变化将对石油贸易和炼油行业带来深远影响。 “Petroleum Market Report 2019” is an influential annual product of IEA.
